Inbound Vessels:
1. Vessels over 750 ft. LOA
2. Vessels over 107 ft. Beam
3. Vessels with Draft over 36.5 ft. and LOA greater than 700 ft.
4. All vessel movements at Dow A-13
5. All vessel movements at Dow A-14 with LOA greater than 600 ft. or with a Beam greater than 100 ft.

Outbound Vessels:
1. All vessel movements at Dow A-13
2. All vessel movements at Dow A-14 with LOA greater than 600 ft. or with a Beam greater than 100 ft.
3. Vessels sailing from berths above Phillips Bend (Phillips Petroleum Docks, BASF and Brazos Harbor) with greater than 750 ft. LOA will require two pilots, be handled on a per job basis and be billed under the "special services" agreement. One time deviation waiver from standard operating procedures, signed.

Vessels judged unsafe for handling after dark will be limited to daylight hours. Night operations will be suspended during times when weather conditions do not permit safe navigation.
